'Iron Man 3' finishes with $174.1M opening weekend

LOS ANGELES (AP) ? Disney's Marvel Studios continues to mine precious metal with a $174.1 million opening weekend for "Iron Man 3," the second-biggest domestic debut ever behind the $200-million-plus launch of "The Avengers" a year ago.

Exclusive: Britain to quiz Google and auditor again on tax

LONDON (Reuters) - Executives from Google Inc. and its auditor Ernst & Young will be called again to a British parliament committee to testify on tax, after a Reuters investigation highlighted inconsistencies in the way Google portrays its activities in Britain, the committee's chairwoman told Reuters.

Margaret Hodge, head of the Public Accounts Committee (PAC), which is tasked with ensuring value in government financial affairs, said she would summon the companies' representatives to explain previous comments to the committee in light of the report. The investigation found that while Google executive Matt Brittin said Google doesn't make sales to UK customers from the UK, some of its staff and UK customers think it does.

Lawyers and academics say that if UK staff did sell to UK customers, that could have implications for Google's tax status in Britain, opening the possibility of much bigger tax bills. Google called the Reuters story misleading.

Brittin, Google's Vice President for Northern and Central Europe, told the PAC in November that "Nobody (in the UK) is selling." He said Google employs "a couple of hundred" staff at its European headquarters in Dublin who are responsible for selling to UK clients. The people "on the ground (in the UK) are helping people make the most of the web," he said, "and the people in Ireland are helping to operate the systems and sell advertising to the businesses that want to work with us."

Google's own corporate website claims sales teams are based in London, and advertises jobs for London-based sales staff, whose duties include "negotiating deals", closing "strategic and revenue deals" and achieving "quarterly sales quotas".

Interviews with more than a dozen customers and former staff, and an examination of job advertisements, CVs and endorsements on networking website LinkedIn show many roles that go further than marketing, to actually target, negotiate and close sales of Google's advertising products.

"All the people you tend to deal with are in London," said Simon Andrews, founder of advertising agency Addictive, whose business plans and buys advertising campaigns on behalf of clients. "You would never know about the Dublin thing apart from if you looked closely at the address on the invoices. All the people are based in London."

The profiles of around 150 London-based employees on the LinkedIn networking website said they were involved in formulating sales strategy, managing sales teams, closing deals or other sales work.

Google's Director for External Relations Peter Barron said Brittin denied firmly that he had misled the Committee and the company stood by his comments that no selling was being conducted in Britain. He declined to say whether UK staff did negotiate or close deals but said all sales to UK clients were transacted with Google Ireland. "We comply with all the tax rules in the UK," he said.

Advertisements for UK staff sometimes refer to sales skills because "we are seeking to attract people with those skills and that background", he added. "We accept that the wording of some job adverts may have been confusing, and we are working to make it clearer."

Barron added there was limited room for price negotiation on some Google products. Prices for advertising sold via Google's AdWords system were dictated by online auction and rates for advertising on the Display Network and on YouTube are set by reference to pre-determined pricing grids and discounts, and there is no negotiating beyond these parameters.

He still declined to say how the negotiation of contracts worked in practice.

Hodge said, "We will need to very quickly call back the Google executives to give them a chance to explain themselves and to ensure that actually what they told us first time around is not being economical with the truth."

Stephen Barclay, a Conservative member of parliament who sits on the PAC, said he supported Hodge's decision to recall Google and he was keen to establish whether the work conducted by its UK business tipped over the line of what was allowed without creating a taxable presence in the UK.

"There is a case for having recall hearings, to further clarify some of the questions that are still outstanding," he said.

Fiona Mactaggart, a Labour member of the committee, said the burden of proving that Google UK staff do not sell in Britain now rests with Google. Nick Smith, another Labour member of the committee, said he was also going to write to the head of the tax authority about the matter.

CALL TO ACCOUNTANT

In January, representatives of the ?big four' accountants - Ernst & Young, PricewaterhouseCoopers, Deloitte and KPMG - also testified to a Public Affairs Committee investigation into their role in helping big companies arrange corporate structures to minimize taxes.

Hodge then asked John Dixon, Head of Tax Policy at Ernst & Young, whether his staff walked around the offices of their clients to check they were conducting the activities in their UK offices that they described in statutory accounts and in statements to the tax authority. Dixon said they did.

Now, Hodge said, the statements on Google's website about its UK activities, its job advertisements and LinkedIn profiles raised questions about whether Ernst & Young's staff had been as diligent as Dixon claimed.

"The evidence they gave was clear and unambiguous ... Ernst & Young have questions to answer about whether they were being wholly open with us as a committee," she said.

Ernst & Young declined to comment on Google, citing client confidentiality, but said it stood by Dixon's comments.

"Ernst & Young conducts audits in accordance with International Standards on Auditing," spokeswoman Sarah Jurado said, adding that this included the standard that "requires us to obtain an understanding of the entity and the environment in which the entity operates".

Obama eyes higher profile role on immigration

(AP) ? President Barack Obama's prospects for a sweeping legislative victory this year now rest almost solely on the immigration overhaul working its way through Congress. But immigration's tricky politics have created a dilemma for a president fighting for an issue he considers central to his legacy.

If Obama is too closely aligned with the legislation, it could scare away Republicans wary of appearing to hand the president a win. But if he stays on the sidelines and the overhaul runs into trouble on Capitol Hill, Obama likely will be criticized for not using his presidential powers to fight for votes, as he was following the recent failure of gun control measures he championed.

In the coming weeks the White House will test whether Obama can take on a more public role in the immigration debate after largely ceding the issue to Congress for much of the year. The president will ramp up his immigration-related travel this spring and summer, including a trip this week to Mexico and Costa Rica. The White House also is planning to use Spanish-language media to bolster public support for a comprehensive bill.

Still, Obama signaled during a White House news conference Tuesday that his primary talking point will be that he's backing a bill drafted by the Senate's so-called Gang of Eight, a group of four Democrats and four Republicans.

"I've been impressed by the work that was done by the Gang of Eight," Obama said. "The bill that they produced is not the bill that I would have written ? there are elements of it that I would change ? but I do think that it meets the basic criteria that I laid out from the start."

Immigration reform gained little traction in Congress during Obama's first term, in part because of opposition from GOP lawmakers. But the November election changed the political calculus for some Republicans, who watched Hispanic voters overwhelmingly side with Obama and Democrats as they increased their share of the national electorate.

At the request of the Gang of Eight, Obama kept a low-profile as the Senate working group set about the delicate task of crafting a draft bill earlier this year. The potential damage caused by White House involvement was underscored when a copy of Obama's own draft bill was leaked in February, raising suspicions among Republicans about his motivations and threatening to upend the effort.

But now that the Gang of Eight bill is public and is winning some Republican support, White House advisers say there's less risk in Obama taking on a larger public role in the debate too.

The focus on immigration in the capital comes as rallies are expected in dozens of cities around the country Wednesday in what has become an annual cry for easing the nation's immigration laws.

Florida Sen. Marco Rubio, a favorite of conservatives and potential GOP presidential candidate in 2016, is one if the bill's architects, as is Arizona's Republican Sen. John McCain. And even in the Republican-led House, where an immigration overhaul faces a steeper challenger, the Gang of Eight measure has won praise from House Speaker John Boehner, R-Ohio, and Rep. Paul Ryan, R-Wis.

The bill would strengthen border security, allow tens of thousands of new high- and low-skilled workers into the country, require all employers to check their workers' legal status and provide an eventual path to citizenship for some 11 million immigrants now here illegally.

The measure is similar to the immigration principles Obama outlined in January during a visit to Las Vegas, his only immigration-focused trip of the year, though there are key differences. For example, the Senate bill makes the pathway to citizenship contingent on securing the border, which Obama opposes, and does not recognize gay couples, which Obama supports.

Many immigration advocates say they support Obama getting more involved in the debate as the draft bill weaves its way through the Senate Judiciary Committee, and likely to the Senate floor.

"He needs to be an advocate and push for the bill in the Senate to make sure this gets done," Eliseo Medina of the Service Employees International Union said of the president. "We need continued sustained pressure from all facets."

McCain also welcomed the prospect of a more proactive Obama, saying the president is committed to being heavily engaged. But the Arizona Republican, who has spoken with Obama about the immigration negotiations several times in recent weeks, added that the president "doesn't want to harm the passage of the bill either. And I believe him."

But some Republicans remain suspicious of the president's efforts and say he's trying to sink the bill in order to use the legislative failure for political gain.

"I think the president wants to campaign on immigration reform in 2014 and 2016," Texas Sen. Ted Cruz said in an interview with CBS News. "I think the reason the White House is insisting on a path to citizenship for those who are here illegally is because the White House knows that insisting on that is very likely to scuttle the bill."

Obama advisers insist he would rather be able to claim victory on the immigration overhaul that has eluded him than use a failure as leverage in the midterm elections ? a proposition that has no guarantee of working in his favor.

Chase to invest $1.5M for Detroit Schools programs

DETROIT (AP) -- JPMorgan Chase said Monday that it is giving $1 million to a Detroit nonprofit group to provide educational and other services to low-income families of students at three southwest side public schools, in an effort to improve the quality of life in those neighborhoods.

In addition to its grant to Southwest Solutions, the bank said it has pledged another $500,000 in grants to other Detroit groups.

Southwest Solutions provides human services programs and affordable housing and economic development. The agency will use its grant to expand its Centers for Working Families at Harms and Maybury elementary schools and Western International High School. Centers for Working Families teaches financial stability strategies to low-income families and also develops educational and employment opportunities for them.

The grant money also will be tied to an English language program for parents at two of the Detroit schools and help neighborhood preservation efforts. The agency wants to provide home repair loans or property improvement grants to 115 homeowners, and demolish 30 vacant properties near the three schools.

"We must stabilize families living in high-poverty neighborhoods by providing high quality educational opportunities and by creating job opportunities," said Sarah McClelland, Michigan market president for Chase.

Detroit's southwest side has a large Hispanic population.

An additional $500,000 in grants will assist a number of groups that provide job and financial literacy training, as well as other services, to young people and parents.

The state Department of Human Services will place a "success coach" in Western High School to work with students, staff and parents on issues inside and outside of the school.

The JPMorgan Chase investment and partnerships with the state and other groups fit in with a recently announced Detroit Public Schools 5-year strategic plan to develop quality schools as community hubs.

As part of the plan, the district will offer free pre-kindergarten classes to 4-year-olds in the city and keep some school buildings open to families 12 hours a day, seven days each week.

The district will enforce a stronger attendance policy and increase security in and around its schools.

"We want the school to be the place where not only children, but adults receive education and training, where child care services are offered for infants up to pre-k and senior care may be provided," Roberts said.
