Emergency services are embracing technology as new ways to investigate, send alerts and receive reports of crises. And now, the Japanese are looking at social networks to support communication in disaster scenarios, especially when traditional services fail. The local Fire and Disaster Management Agency put together a panel discussion on just that topic, with representatives attending from the likes of Twitter, Yahoo, Mixi and NHN Japan, as well as various government and emergency bodies. The talk was motivated, in part, by the March tsunami, when the internet was the sole means of information for some, and with initiatives like Google's Person Finder playing a role in the aftermath. Any formal implementation of the ideas discussed is probably a long way off, and this is the first of three planned meets to hash it out. In the meantime, however, Twitter's Japanese blog posted some suggestions on how their network could be used in emergencies -- we just hope they won't be needed anytime soon.

CAPE CANAVERAL, Fla., August 30 - An unmanned Atlas 5 rocket lifted off on Thursday from Cape Canaveral Air Force Station in Florida, placing a pair of heavily shielded NASA science satellites into position to study Earth's radiation belts.
The 190-foot (58-meter) tall rocket, built by United Launch Alliance, blasted off at 4:05 a.m. EDT (0805 GMT), soaring out over the Atlantic Ocean toward an orbit as far as 19,042 miles above the planet's surface.
Riding atop the rocket were the identical twin Radiation Belt Storm Probes, which are expected to spend two years surveying the Van Allen radiation belts, hostile regions that surround Earth and that most other spacecraft try to avoid.
"They're now at home in the Van Allen belts, where they belong," deputy project scientist Nicola Fox told reporters after the launch. "For the science team, the real work now begins."
Named after University of Iowa physicist James Van Allen, the two doughnut-shaped belts of trapped particles were discovered in 1958 by Explorer 1, the first U.S. science satellite. They are held in place by Earth's magnetic field, which traps the electrically charged particles from the sun and deep space.
How the belts form and why they sometimes balloon out is a long-standing mystery.
Understanding the phenomenon is more than scientific curiosity. Every spacecraft orbiting Earth, including the $100 billion International Space Station and its crew, fly through the high-radiation regions, which can degrade solar panels and affect electronics.
"Modern society depends on satellites and other space-based technologies ... making the research and understanding that will come from (the probes) invaluable to building better protected satellites in the future," New Jersey Institute of Technology physicist Lou Lanzerotti said at a pre-launch news conference.
The satellites are expected to spend the coming two years flying in tandem through the heart of the radiation belts. The inner belt begins about 650 miles above Earth and extends to about 8,000 miles, but at times it can dip as low as about 125 miles. The space station flies about 250 miles above the planet.
The outer belt begins at an altitude of about 8,000 miles and extends to about 26,000 miles.
The solar-powered probes, heavily shielded to operate in the radiation belts, are flying in slightly different, highly elliptical orbits that are inclined 10 degrees to the planet's equator, allowing them to periodically lap each other. Science operations are scheduled to begin after a 60-day instrument checkout.
The satellites, built and operated by Johns Hopkins University's Applied Physics Lab, will fly as close as 100 miles to each one another, and as far as 24,000 miles apart.
The dual measurements are key to understanding how the belts puff out and contract over time and in response to solar activity.
"If you imagine sitting on a life raft in the ocean and you suddenly go down and come up again, you don't know very much about what caused you to go down and come up," Fox said before the launch.
"If you have a friend who is sitting on a life raft a little way away, you can say 'Well, did we both go down and up at the same time?' In which case it's a big-scale feature like a tsunami. Did one of us go down and then the other one? You can really start to look at the global dynamics of what's happening in the radiation belts," Fox said.
United Launch Alliance is a partnership of Lockheed Martin and Boeing. The mission cost $686 million, including the launch vehicle.

BANGKOK (AP) ? Crude prices fell Wednesday after finance ministers from the world's leading industrialized economies called on oil producers to increase output and said they stood ready to ask the International Energy Agency to release strategic reserves.
Benchmark oil for October delivery fell 72 cents by late afternoon Bangkok time to $95.61 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 86 cents to finish at $96.33 per barrel on the Nymex on Tuesday.
Brent crude fell 80 cents to $111.78 in the ICE Futures exchange in London.
A statement released by the Group of Seven finance ministers and posted on the U.S. Treasury Department website late Tuesday said the ministers were concerned about the impact of rising oil prices on the global economy and were prepared to act.
"We encourage oil-producing countries to increase their output to meet demand," the statement said. "We stand ready to call upon the International Energy Agency to take appropriate action to ensure that the market is fully and timely supplied."
The Obama administration has also said it would consider releasing oil from the country's emergency reserves to keep fuel prices in check.
Benchmark U.S. oil has risen about 22 percent since late June. Brent crude, which is used to price international blends that many U.S. refineries use to make gasoline, is up about 23 percent in the same period.
Meanwhile, analysts at Bank of America Merrill Lynch said in a market commentary that the eurozone debt crisis was weighing on oil prices and that without banking integration and monetary easing by the European Central Bank, "downside risks to oil will likely keep growing."
Proposals from the European Commission for unified supervision of banks within the European Union are expected next month, and some view it as a key step toward ending the continent's financial crisis.
Meanwhile, Hurricane Isaac, a Category 1 storm, made landfall Tuesday night but appeared to be weakening, easing fears about how much ? and for how long ? the storm's powerful winds and driving rains would affect oil production and refinery operations in the Gulf of Mexico region.
Refineries should escape significant damage if Isaac remains a Category 1 storm.
In other energy trading, heating oil fell 2 cents to $3.109 per gallon. Natural gas fell nearly 2 cents to $2.597 per 1,000 cubic feet.

LONDON (Reuters) - Britain said on Sunday it remained committed to reaching a diplomatic solution to the presence of WikiLeaks founder Julian Assange in Ecuador's London embassy, after both countries took steps to defuse a row over his action in taking refuge there.
Assange has been living in the embassy's cramped quarters for more than two months since fleeing there to avoid extradition to Sweden, where he is wanted for questioning over rape and sexual assault allegations.
The Latin American state's leader said on Saturday that Britain had withdrawn a threat to enter the embassy to arrest Assange, to whom Ecuador has granted asylum, and that he now considered the "unfortunate incident" was over.
President Rafael Correa was responding to a British assurance that it was not threatening the embassy and that Britain was committed to the Vienna Convention, which protects the inviolability of diplomatic premises.
"We remain committed to the process of dialogue we have entered into and we want that to resume with the government of Ecuador," a British Foreign Office spokeswoman said.
Britain provoked a furious reaction after telling Ecuador that an obscure British law allowed it, under extreme circumstances, to remove the embassy's diplomatic status, exposing Assange to immediate arrest by police.
Ecuador accused Britain of planning to storm the embassy and demanded it withdraw the threat.
Britain said it had not meant to threaten Ecuador, a plea that fell on deaf ears, prompting it to send Ecuador a formal communication on Thursday confirming that the embassy was safe.
The communication was copied to diplomats at a meeting of the Organization of American States (OAS) in Washington on Friday which discussed the spat.
A British diplomat attending the meeting invited Ecuador to resume "constructive discussions" on Assange, the Foreign Office said. "We believe that our two countries should be able to find a diplomatic solution," the unnamed diplomat added, according to a transcript issued by the Foreign Office.
Britain says it is determined to fulfil a legal obligation to send Assange to Sweden.
Correa responded to the British diplomatic approach by saying in a weekly media address on Saturday: "We consider this unfortunate incident over, after a grave diplomatic error by the British in which they said they would enter our embassy."
The OAS had condemned the British threat, and South American foreign ministers backed Correa's position that Britain's warning was unacceptable and could set a dangerous precedent.
Correa says he shares Assange's fears that if handed over to Sweden, he might be extradited to the United States to face charges over WikiLeaks' 2010 publication of secret U.S. cables.
U.S. and European government sources say the United States has issued no criminal charges against the WikiLeaks founder and has made no attempt to extradite him.

ScienceDaily (Aug. 25, 2012) ? A promising new drug target for the treatment and prevention of heart failure has been discovered by researchers at Mount Sinai School of Medicine in New York, NY, US.
The study was presented at the ESC Congress 2012 by principal investigator Professor Roger J. Hajjar, MD.
According to the US Centers for Disease Control and Prevention, about 5.8 million Americans suffer from heart failure and 670,000 new cases are diagnosed each year. One in five people with heart failure die within one year of diagnosis. Heart failure is most often treated with aggressive medical and device therapy, but has no cure. The most common symptoms of heart failure are shortness of breath, feeling tired, and swelling in the ankles, feet, legs, and sometimes the abdomen.
In this study presented at the ESC Congress 2012, researchers identified a new drug target that may treat and/or prevent heart failure. The team evaluated failing human and pig hearts and discovered that SUMO1 (small ubiquitin-like modifier), a small protein that regulates the activity of key transporter genes, was decreased in failing hearts. When the researchers injected SUMO1 into these hearts via gene therapy, cardiac function was significantly improved.
"This indicates that SUMO1 may play a critical role in the pathogenesis of heart failure," said Professor Hajjar, who is research director of Mount Sinai's Wiener Family Cardiovascular Research Laboratories.
Led by Professor Hajjar, the team has been evaluating the transporter gene SERCA2a in patients with severe heart failure as part of the CUPID (Calcium Up-regulation by Percutaneous administration of gene therapy In cardiac Disease) trial. When delivered via an adeno-associated virus vector -- an inactive virus that acts as a medication transporter -- into cardiac cells, SERCA2a demonstrated improvement or stabilisation with minimal side effects. But Professor Hajjar said: "We found that while injection with SERCA2a restored cardiac function, over time the new SERCA2a became dysfunctional. This indicated that something else upstream from SERCA2a was causing the dysfunction in the heart."
Dr Changwon Kho, PhD, and Dr Ah Young Lee, PhD, two experts in the study of cardiac proteins at Mount Sinai School of Medicine, identified SUMO1 as the regulator of SERCA2a, showing that it enhanced its function and improved its stability and enzyme activity. When Professor Hajjar and his team studied human and animal models, they found that when SUMO1 was decreased, SERCA2a became dysfunctional in human hearts, showing that SUMO1 plays a protective role. When the team injected SUMO1 as a gene therapy, they found that it protected SERCA2a from oxidative stresses that are prevalent in heart failure.
"Our experiments over the last four years beginning with the discovery of SUMO1 as an interacting protein of SERCA2a have shown that it plays a critical role in the development of heart failure," said Professor Hajjar. "In fact, SUMO1 may be a therapeutic target at the earliest signs of development and may be beneficial in preventing its progression, a much needed advance for the millions suffering from this disease."
Dr Lisa Tilemann extended the experiments performed in mice and rats in a preclinical model of heart failure in porcine models.
Professor Hajjar said: "We have now clearly shown that SUMO1 gene delivery can enhance cardiac function and stabilize the deteriorations of left ventricular volumes in large animals with severe heart failure. We have also shown that delivering SUMO1 and SERCA2a concomitantly can have synergistic benefits on overall function in heart failure."
Led by Professor Hajjar, the Mount Sinai team discovered the landmark potential of SERCA2a in 1999 and since then has been pursuing its potential as a treatment delivered via gene therapy. The next stages in the research include testing a novel gene therapy construct which will combine both SUMO1 and SERCA2a within one gene therapy vector that will enable the investigators to express both genes simultaneously. Similar to their efforts in the CUPID trial they will explore the delivery of SERCA2a and SUMO1 via gene therapy. Additionally, the research team has developed a cellular test to screen for compounds that may increase the interaction of SERCA2a with SUMO1, evaluating SUMO1 as an adjunctive therapy to SERCA2a.
Professor Hajjar concluded: "While this study re-affirms the importance of SERCA2a as a target in heart failure, our discovery of the critical role that SUMO1 plays in improving SERCA2a function in heart failure will hopefully lead to novel treatment strategies for patients with heart failure."

The Federal Communications Commission is eyeing a proposal to tax broadband Internet service.
The move would funnel money to the Connect America Fund, a subsidy the agency created last year to expand Internet access.
The FCC issued a?request?for comments on the proposal in April. Dozens of companies and trade associations have weighed in, but the issue has largely flown under the public?s radar.
If members of Congress understood that the FCC is contemplating a broadband tax, they?d sit up and take notice,? said Derek Turner, research director for Free Press, a consumer advocacy group that opposes the tax.
Numerous companies, including AT&T, Sprint and even Google have expressed support for the idea.

Local actors run through a dress rehearsal of Rome Little Theatre?s production of ?Oliver Twist.? The Charles Dickens classic comes to life on the DeSoto stage this weekend as well as Aug. 31-Sept 2.
slideshow Rome Little Theatre will present its production of Charles Dickens? classic play, ?Oliver Twist,? this weekend at the historic DeSoto Theatre in downtown Rome.Performances run Friday and Saturday evenings at 8 and Sundays at 2:30 p.m. Tickets are available at the RLT box office at 530 Broad Street, by calling the box office at 706-295-7171, or by visiting romelittletheatre.com.
The show also runs Aug. 31 ? Sept. 2 with the same show times.
?Oliver Twist? is Charles Dickens? tale of an orphan who is forced to join a gang of pickpockets, and it exposes the miserable life of child laborers in industrial 19th century England. Throughout the story, Oliver endures many trials at the hands of Fagin, the leader of the juvenile gang, and other cruel adults but maintains a pure heart and steadfast spirit in spite of his trials.
The production is directed by Wayne Jones, produced by Angela Jones, and will be brought to life on the DeSoto stage by local actors.
Rome Middle School student Cannon Rogers stars as Oliver, and the cast also features Dave Willis as Fagin, Ben Peck as Bill Sikes, Virginia McChesney as Mrs. Mann, and Chase Brackett as Artful Dodger.
Because the production contains some violent scenes and mild profanity, the show is not recommended for younger children.
Tickets are now on sale at the RLT box office at 530 Broad St. or by calling the box office at 706-295-7171. Tickets are $12 for adults and $10 for seniors and students, and ticket prices the day of the show are $13 and $11.
